The United States Senate has approved a hard-fought measure to overhaul the health care system. The vote will be followed by the difficult process of reconciling the Senate-passed bill with one approved by the House of Representatives, in order to get a final measure to President Barack Obama.

“The yeas are 60, the nays are 39. H.R. 3590 as amended, the Patient Protection and Affordable Care Act is passed,” Vice President Joe Biden announced. Senator Jim Bunning of Kentucky did not show up for the vote leading to the 39 nays. Mike Reynard, a spokesman for Bunning, said in an e-mail that “The senator had family commitments.”

The vice president presided over the Senate at the time of the vote in his role as President of the United States Senate.

As expected, Republicans voted against the bill while all Democrats and two Independents, Joe Lieberman of Connecticut and Bernie Sanders of Vermont, voted for it.

At an estimated $87 billion, the measure would expand health insurance coverage to about 30 million more Americans currently without it, and create new private insurance marketplaces, or exchanges, to expand choice.

And, like the slightly more expensive measure passed by the House of Representatives, the Affordable Health Care for America Act, it would end a practice by private insurance companies of denying coverage to individuals with existing health problems.

Both the Senate and House measures would require nearly all Americans to purchase some form of insurance, while lower-income Americans would receive help from federal government subsidies.

This is a victory because we have affirmed that the ability to live a healthy life in our great country is a right and not merely a privilege for the select few.

In remarks before the vote, Senate Majority Leader Harry Reid, Democrat from Nevada, said opponents had done everything they could to prevent the vote from taking place.

Speaking to reporters, Reid and others hailed the vote as a victory and a major step toward providing millions more Americans with access to health care. “This is a victory because we have affirmed that the ability to live a healthy life in our great country is a right and not merely a privilege for the select few,” Reid said.

Reid and others including Robert Byrd, the 92-year-old Democrat from West Virginia, paid tribute to Senator Edward Kennedy, who died this past August after spending decades of his career in the Senate pursuing health care reform.

When casting his vote Byrd said, “Mr. President, this is for my friend Ted Kennedy. Aye.”

Victoria Reggie Kennedy, the widow of Senator Kennedy, watched the proceedings from the Senate visitor’s gallery, as did Representative John Dingell, Democrat from Michigan, who has been a long time advocate of health care reform and who sponsored and introduced the House version of the health care reform bill.

In the final hours of debate on the Senate bill, Republicans asserted it would be ineffective and add sharply to the U.S. budget deficit.

Mr. President, this is for my friend Ted Kennedy. Aye.

Senator Jeff Sessions, Republican from Alabama said of the bill, “This legislation may have a great vision, it may have a great idea about trying to make the system work better. But it does not. These are huge costs [and] it’s not financially sound.”

Senate Minority Leader Mitch McConnell vowed to defeat the bill when the Senate reconvenes in January saying, “This fight is not over. This fight is long from over. My colleagues and I will work to stop this bill from becoming law.”

Senator Olympia Snowe, a moderate Republican from Maine who helped approved the Senate Finance Committee’s version of health care reform, the America’s Healthy Future Act, earlier in the year and who remarked she may not vote on the final bill, said, “I was extremely disappointed,” noting that when the Democrats reached their needed 60 votes to overcome a filibuster, “there was zero opportunity to amend the bill or modify it, and Democrats had no incentive to reach across the aisle.”

Ahead are difficult negotiations with the House of Representatives to craft a final bill President Obama would sign into law. These talks, which will formally get under way early in the new year, will take place amid anger among many liberal House Democrats the Senate bill failed to contain a government-run public health insurance option.

This fight is not over. This fight is long from over. My colleagues and I will work to stop this bill from becoming law.

Members of the House Progressive Caucus have vowed to fight to keep this public option in any final legislation that emerges, along with other provisions they say are needed to protect lower and middle-income Americans and hold insurance companies accountable.

In a statement, the Democratic chairmen of three key House committees said while there are clear differences between House and Senate bills, both will bring fundamental health care coverage to millions who are currently uninsured.

Obama administration officials have been quoted as saying they anticipate negotiations on a final bill would not be complete until after the President’s State of the Union Address in January, and could slip even later into the new year.

If passed, this will be the most important piece of social policy since the Social Security Act in the 1930s, and the most important reform of our health care system since Medicare passed in the 1960s.

President Obama issued a statement to the press in the State Dining Room in the White House saying that the vote is “legislation that brings us toward the end of a nearly century-long struggle to reform America’s health care system.”

He also pointed out the bill’s strengths, noting, “The reform bill that passed the Senate this morning, like the House bill, includes the toughest measures ever taken to hold the insurance industry accountable. Insurance companies will no longer be able to deny you coverage on the basis of a preexisting condition. They will no longer be able to drop your coverage when you get sick. No longer will you have to pay unlimited amounts out of your own pocket for the treatments you need. And you’ll be able to appeal unfair decisions by insurance companies to an independent party.”

He also noted how historic the bill is, saying, “If passed, this will be the most important piece of social policy since the Social Security Act in the 1930s, and the most important reform of our health care system since Medicare passed in the 1960s.”

Obama noted the potential social impact, saying, “It’s the impact reform will have on Americans who no longer have to go without a checkup or prescriptions that they need because they can’t afford them; on families who no longer have to worry that a single illness will send them into financial ruin; and on businesses that will no longer face exorbitant insurance rates that hamper their competitiveness.”

Obama afterwards made phone calls to various Senators and other people, including Victoria Kennedy and David Turner of Little Rock, Arkansas. Mr. Turner had his health insurance rescinded in January of last year, after his insurance company went back into his record and alleged that he failed to disclose his full medical record at the time he applied for coverage. Turner was First Lady Michelle Obama’s guest during her husband’s speech to a joint session of Congress on health care reform back in September.

Wikinews interviews US National Archives Wikipedian in Residence

Dominic McDevitt-Parks, a prolific contributor to Wikipedia and a graduate student in history and archives management, agreed to answer a few questions about his new role as “Wikipedian in Residence” at the US National Archives and Records Administration.

“Wikipedians in Residence” are volunteers placed with institutions, such as museums and libraries, to facilitate use of those institutions’ resources on Wikipedia.

According to a Pew Internet report, 42 percent of Americans use Wikipedia as an online source of information. The online, collaborative encyclopedia boasts more than 3.5 million articles in English and versions in over 250 languages. Given the website’s vast readership, the Archivist of the United States has proclaimed himself “a big fan of Wikipedia” and emphasizes the need for the National Archives to work with the project. The Archives posted the internship listing in March, expressing its desire for an employee who “will work as a community coordinator and strengthen the relationship between the Archives and the Wikipedian community through a range of activities”.

McDevitt-Parks, who describes himself as a “history buff, a word nerd, a news junkie and an occasional pedant,” is a 24-year-old graduate student at Simmons College in Boston. On Wikipedia, he has contributed for more than seven years under the username “Dominic“, his work focusing mostly on Latin American history.

He began his work at the Archives in late May, and since then he has undertaken numerous projects, including uploading onto Wikipedia 200 photos taken by Ansel Adams for the National Park Service. Although those photos have always remained in the public domain, accessing their high-definition versions could be problematic. Researchers who wanted to view the files had to visit the Archives facilities in College Park, Maryland.

McDevitt-Parks is also preparing a “Today’s Document challenge” on Wikipedia, where works featured as “Today’s Document” on the Archives’ website are also the main focus of newly written or expanded encyclopedia articles displayed on Wikipedia’s home page. The first — and so far only — winner of the challenge was the Wikipedia article “Desegregation in the United States Marine Corps”, which incorporated an Archives-held photo of the first African-American recruit to the US Marine Corps. Before the challenge, according to McDevitt-Parks, “a thorough history of desegregation in the U.S. Marines didn’t exist in Wikipedia’s knowledge ecosystem. The topic wasn’t totally ignored, but simply split among related entries; a devoted, focused article never existed solely in its own right.”

The “Wikipedian in Residence” position falls within the Archives’ social media staff within the Open Government division of Information Services, since the institution’s goal is to distribute as much content to the widest audience possible. The internship is 40 hours per week from mid-May to late August.

Federally-funded abstinence programs fraught with problems: Report

WASHINGTON, DC – According to a report issued by U.S. House of Representatives Congressman Henry A. Waxman (DCA), the majority of abstinence-only sexual education programs in schools contain incorrect or misleading information.

The report found that over 80% of the curricula used by the recipients of the grants contained incorrect information, including the claim that condoms did not prevent the spread of STDs and that abortions have a high chance of causing sterility.[1]

These programs are funded by the federal government under President George W. Bush’s faith-based initiative. According to the report, these abstinence programs—promoted by the administration of President Bush—are receiving increasing amounts of funding: nearly $170 million will be spent in 2005, which is more than double the spending on these programs in 2001.[2]

Under the faith-based initiative programs, the United States government allocates funds to religious and other community organizations that agree to carry out abstinence education programs which do not include coverage of any other methods of birth control or sexually transmitted disease prevention, as well as other criteria.

The timing of the report is significant in that it comes on the heels of research from Columbia University that found that nearly 9 of 10 teenagers who had pledged abstinence from pre-marital sex had broken their vows in the first six years since the pledges[3].

The Waxman Report and the Columbia University study describe some abstinence programs as factually wrong and/or ineffective. In a rebuttal, Dr. Alma L. Golden, a deputy assistant secretary in the Health and Human Services Department, said in a statement that Mr. Waxman’s report “misses the boat” and that it took information out of context “for purely political reasons.”[4]

Wikinews interviews Joe Schriner, Independent U.S. presidential candidate

Journalist, counselor, painter, and US 2012 Presidential candidate Joe Schriner of Cleveland, Ohio took some time to discuss his campaign with Wikinews in an interview.

Schriner previously ran for president in 2000, 2004, and 2008, but failed to gain much traction in the races. He announced his candidacy for the 2012 race immediately following the 2008 election. Schriner refers to himself as the “Average Joe” candidate, and advocates a pro-life and pro-environmentalist platform. He has been the subject of numerous newspaper articles, and has published public policy papers exploring solutions to American issues.

Lazyman gas grills have stood the test of time as an American made grill since 1936. Corruption endangers Brazilian government

Brazil – Denunciations of political corruption threaten the Brazilian government. The most recent case involves a deputy of the political party PTB (who supports the government of the Brazilian President Luiz Inácio Lula da Silva) in a scandal of the services of post office.

Lula’s government representatives said that they will investigate all the denunciations and affirmed that the government is a victim of political enemies.

Super high speed internet launched in New Zealand

The Prime Minister of New Zealand, Helen Clark, yesterday unveiled Kiwi Advanced Research and Education Network (KAREN). It is super high speed Internet that is capable of transmitting data with speeds of up to ten gigabits per second, 10,000 times faster than the current speed of broadband (1Mbps), and 200,000 times faster than dial-up.

The New Zealand Government put NZ$43 million ($28.1 million USD) into the Crown company: Research and Education Advanced Network of New Zealand (REANNZ) organization, responsible for the running of KAREN.

KAREN will link universities and research institutions in Auckland, Hamilton, Palmerston North, Wellington, Christchurch, Dunedin, Hawkes Bay, Nelson and Rotorua and then to the rest of the world via a TelstraClear fibre optic cable.

The network will allow geologists/geophysicists to access U.S. data on fault lines, 3D modellers the ability to collaborate on international mapping projects and students will be able to participate in interactive video lectures with experts, anywhere in the world.

The technology so far is limited to just universities and research institutions but Minister for Education Steve Maharey said: “The network will be extended over time to include other institutions, including schools, libraries and museums.” It is also limited to just one university in the South Island, it is located in the HIT Lab NZ at the University of Canterbury.

Clark said: “The link is crucial in order to attract and retain scientists, because it allows a greater level of real time collaboration between scientists based in New Zealand, and their colleagues around the world.”

The Telecommunications’ Users Association of New Zealand chief executive, Ernie Newman, said: “Karen was a ‘great initiative’ for the science community, and that would have wider benefits for the country.”

Dr. Mark Billinhurst, HIT Lab director, said: “The network meant the country was now legitimately part of the international research community.”

UK inflation rate increases to 4%

The Office for National Statistics (ONS) have made a statement saying the inflation rate of the United Kingdom measured by the Consumer Price Index (CPI) increased to 4% in January 2011. In December 2010, this figure was 3.7%. According to BBC News Online, 4% is the highest CPI that the UK has experienced since November 2008.

There are various reasons for the raised British inflation rate, including value added tax (VAT) increasing from 17.5% to 20% on January 4 and the value of crude oil rising. The inflation rate of the Retail Price Index in the country has increased to 5.1%; previously, the value was 4.8%. The CPI has now been a minimum of a percentage point higher than the intended 2% target for one year and two months.

The ONS revealed that the price of petrol per litre, which the CPI measured at £1.27 (US$2.04, €1.51) (£5.77/ Imperial gallon), was a record peak. The rising values of tobacco, alcohol, hotels, restaurants, transport and furniture are also said to have caused the increase in VAT. Between December 2010 and January 2011, the rate of the CPI increased by 0.1%, the first time that inflation rose during these two months since records commenced in 1997. The ONS have stated that “[t]wo of the main factors that had an impact on the January data are the increase in the standard rate of Value Added Tax (VAT) to 20% and the continued increase in the price of crude oil”.

Mervyn King, the current Governor of the Bank of England, has written a letter and sent it to George Osborne, the present Chancellor of the Exchequer of the British government. The letter provides an explanation for the inflation outlook and what can be done to overcome it. Within the letter, King states that the inflation is anticipated to increase to 5% within the next few months.

“The MPC’s central judgement, under the assumption that Bank rate increases in line with market expectations, remains that inflation will fall back so that it is about as likely to be above the target as below it two to three years ahead,” Mervyn King stated in the letter. “The MPC judges that attempting to bring inflation back to the target quickly risks generating undesirable volatility in output and would increase the chances of undershooting the target in the medium term.”

During the last week, the UK interest rates remained at 0.5%. The Bank of England has kept this figure at half a percent for twenty-three consecutive months.

Australian Treasurer Wayne Swan has today handed down his last budget before the 2013 Federal election. He announced two financial years of deficits before the budget returned to surplus in 2016/2017. The deficit for 2013/2014 is to be A$18 billion.

“This year, we’ve faced the second largest revenue write down since the Great Depression,” he said. There is to be a A$60 billion write down over four years. “Because of our deep commitment to jobs and growth, we have taken the responsible course to delay the return to surplus, and due to a savage hit to tax receipts, there will be a deficit of $18 billion in 2013/14”.

Infrastructure spending includes A$12.9 million to connect more local governments to the national broadband network, A$40 on other local government infrastructure, investment in Brisbane’s cross river rail and Melbourne’s Metro rail system.

People earning the Newstart Allowance can now earn more from paid employment before there payments from the government are cut. Mr Swan announced the so called “Baby Bonus” was to be merged into the Family Tax Benefit Part A.
