On December 2, the Toronto city council voted in favor of banning the sales and distribution of bottled water on city property. The council also agreed to provide public drinking fountains on their properties, as well as on a measure that would make shoppers pay at least five Canadian cents for plastic grocery bags and force business owners to offer reusable bags and carry-out containers.

“Toronto’s decision to ban the bottle and turn on the tap sends a clear message that bottled water’s 15 minutes are up,” said Polaris Institute’s campaign coordinator, Joe Cressy.

All of the city’s facilities should be following the water ban by 2011, while businesses will have to implement their bag fees by 2010. Toronto has become the largest city in the world to ban bottled water on government property.

On Tuesday, American actor, Patrick Swayze, who suffers from pancreatic cancer, denied reports that he was near death. American tabloid National Inquirer reported on November 28 that Swayze’s cancer had spread to his liver and that he was preparing for his death.

“The only thorn in my side being that many tabloids have been consistently reporting lies and false information about me and those close to me,” said Swayze in a statement to the press who also added that he knows he is in “the fight for his life,” but that it is a fight that he “is winning.”

“I’m one of the lucky few that responds well to treatment,” added Swayze.

Swayze has starred in over a dozen films, including the 1987 hit film Dirty Dancing.

Schriner refers to himself as the “Average Joe” candidate, and advocates a pro-life and pro-environmentalist platform. He has been the subject of numerous newspaper articles, and has published public policy papers exploring solutions to American issues.

Heating bills, oil price rise predicted

USA — A US government report was issued Wednesday predicting the rise of heating bills due to colder temperatures and impacts Hurricanes Rita and Katrina had on the nation’s energy production.

Local forecasters predict that most of the US will have a warmer-than-expected winter this year. However, households that heat their homes by gas can expect to pay 29.8% more in heating bills. In the case of colder-than-expected weather, an increase of 66% in household heating costs is likely. In typical weather, prices will rise about 47.6%. Households that use electricity can expect a rise of about 5% from last year. NOAA‘s 2005-2006 U.S. Winter Outlook calls for warmer-than-normal temperatures across much of the central and western United States, including Alaska and Hawaii. The Midwest, the Southern Californian coast and the East Coast have equal chances of warmer, cooler or near-normal temperatures this winter.

Around one third of the US crude oil and one fifth of the natural gas outputs in Mexico still remain closed due to hurricane-related damage. Seven oil refineries remain offline.

The Energy Information Administration predicts that the price of oil will rise to around $64 per barrel (42 gallons or 158.97 litres) in 2006, with $58 being the average for this year.

Finland, Canada named among world’s most-fit nations

Finland and Canada — The Northern European country of Finland was named among the world’s most healthy, according to an investigation by the London-based newspaper, The Guardian. According to health experts, Finland joins Canada as having the distinction of being home to the lowest percentage of “couch potato” citizens among developed nations.

Pekka Puska, Director of Finland’s National Institute of Public Health claimed that in the 1970s, the country held the world record for heart disease. “Finnish men used to say that vegetables were for rabbits and not for men,” he said, “and the staple foods were bread and butter, fatty meat and full-fat milk!”

When the Finnish government found out the figures in the 1970s, it began a campaign to make a healthier nation. The number of males dying of heart problems has, over the past 35 years, decreased by 65 percent, and lung cancer deaths have also dropped dramatically.

Other nations are now considering using similar tactics as the Finnish government to make their own countries more healthy, but some say it is yet another example of a “nanny state.”

English court jails policeman over insurance fraud

A court in England, UK has jailed a policeman for ten months after he was convicted of defrauding his car insurance company.

Police Constable Simon Hood, 43, arranged for a friend who dealt in scrap metal to dispose of his Audi TT, then claimed it had been stolen.

Hood had been disappointed with the car’s value when he tried to sell it two years after its purchase in 2008. He arranged for friend Peter Marsh, 41, to drive the vehicle to his scrapyard in Great Yarmouth, Norfolk. Marsh then dismantled the vehicle with the intent of disposing of it, but parts were later found wrapped in bubblewrap at Ace Tyre and Exhaust Centre.

Marsh picked up the TT from outside nearby Gorleston police station. Records show mobile phone conversations between the conspirators that day in March, both before and after the vehicle was reported stolen. The pair denied wrongdoing but were convicted of conspiring to commit insurance fraud after trial.

The fraud was uncovered after Hood told former girlfriend Suzanne Coates of the scheme. It was alleged before Norwich Crown Court that he had confessed to her in an effort to resume their relationship. Coates said that after the pseudotheft, Hood told her “he didn’t want to look for it. He said it would be like looking for a needle in a haystack, which I thought was a bit strange.”

Shortly afterwards Hood suggested they should become a couple once more, she said; she challenged his version of events regarding the car: “He said he did it but I couldn’t tell anyone. He said he did it with Peter. Peter had a key and took the car away and it was going to be taken to bits and got rid of so it was never found.”

Hood was defended by Michael Clare and Marsh by Richard Potts. Both lawyers told the court that their clients had already suffered as a result of the action in mitigation before sentencing. Clare said Hood had resigned from the police after fifteen years of otherwise good service and risked losing his pension. “It is not a case where his position as a police officer was used in order to facilitate the fraud,” he pointed out. “His career is in ruins.” Hood is now pursuing a career in plumbing.

Potts defended Marsh by saying that he, too, had already suffered from his actions. His own insurers are refusing to renew their contract with him when it expires and his bank withdrew its overdraft facility. His business employs 21 people and Potts cited Marsh’s sponsorship of Great Yarmouth In Bloom as amongst evidence he supported his local community.

Judge Alasdair Darroch told Marsh that he did accept the man was attempting to help his friend. He sentenced Marsh to six months imprisonment, suspended for two years and ordered to carry out 250 hours of community service. He was more critical of Hood:

“As a police officer you know the highest possible standards are demanded by the public. You have let down the force. You knew throughout your career that policemen that get involved in serious dishonesty get sent to prison.”

Thousands of trapped miners rescued in South Africa

As many as 3,200 mine workers became trapped in the in Elandsrand mine, a gold mine in South Africa about 50 miles (80 km) west of Johannesburg in Carletonville, Gauteng, after an incident on October 3. All miners have been rescued, and none of them were injured. The mine is owned by Harmony Gold Mining Corporation.

The mining company says that a lift electrical cable broke on a basket that was carrying miners, trapping thousands at least 2,200 meters (1.3 miles) below the earth’s surface. Reports from MSNBC and the Guardian Unlimited say that the shaft may have collapsed when a water or air pipe burst. The rescue operation went well with no complications, with the rescue taking just under 24 hours to complete.

“They were underground when the accident happened and they were not able to surface because an electric feeder cable that is connected to the mine lift was severed,” said a spokeswoman for the mining company, Amelia Soares. The snap was caused by a “fatigued” air pipe which burst and fell down the shaft damaging the “steelwork and electrical feeder cords,” added Soares. “They are all in good condition.”

“They are all safe. There have been no injuries or deaths,” said CEO of Harmony mining, Graham Briggs who also said that the miners were previously contacted and were given “food and water.”

Earlier reports had stated that Lesiba Seshoka, a spokesman with the National Union of Mineworkers, said that the miners have not been heard from for hours and that they could have been enduring temperatures as high as 105 degrees Fahrenheit (40 degrees Celsius).

“This is a terrible situation. The only exit is blocked, probably by a fall of ground,” said Seshoka.

Rescue workers used a mine shaft that is next to the damaged one in an attempt to reach the trapped miners, and lifted them out, 75 at a time. There was no emergency exit in the shaft which is reported to have “not been maintained for ages,” added Seshoka.

“An escape route is the most important thing and they have failed miserably. They need to ensure that the shaft is maintained. This is why we have this disaster. Our main worry is for more than 3,000 people who are underground,” said National Union of Mineworkers for S. Africa chairman, Deon Boqwana.

Current reports say that “negligence” was the initial cause for the pipe burst and that there has been a history of negligence from the mine. “We suspect negligence. Because of continuous operations there is no time to make adequate checks,” said the President of the Miners union, Senzeni Zokwana to reporters during a news conference.

The Elsrand mine is currently under development and has been since February 2001 when Harmony bought the mine. Officials state that the mine will remain closed for a minimum of six weeks, while an investigation is performed, and the mine is deemed safe for miners to continue working in it.

The mine is located in the Witwatersrand Basin of South Africa, which is said to be the location of the largest area of raw gold on the planet.

U.S. and China in trade dispute

The United States (U.S.) and China this week initiated a trade dispute over tires, auto-parts, and poultry products just a week ahead of the 2009 G-20 trade summit in Pittsburgh, Pennsylvania.

The most recent trade policies enacted by the U.S. government includes a September 12 decision to impose a 35% trade tariff on Chinese tire imports as an anti-dumping measure. The trade policy came about as a result of a trade-complaint initiated by the United Steelworkers Union (USW) filed before the U.S. International Trade Commission. As reported by Steve Levine of BusinessWeek, “In [the USW’s] trade complaint to the U.S. International Trade Commission, the USW invoked a provision in China’s 2001 accession to the World Trade Organization (WTO) that allows protection from surging imports from the country [China]. The union documented a tripling of Chinese tire imports from 2004 to 2008 […]” The Trade Commission initially recommended a 55% tariff however, President Obama agreed to only 35%. The trade tariff will be diminished by 5% per year for the next three years to 25%. The deadline for President Obama’s decision was September 17. The trade tariff will take effect on September 26, pegging rates at the new level from the current 4%. The dispute will now move to the WTO where it can take up to 18 months for adjudication.

To quantify the impact of the tariff, in 2008 China supplied US$1.8 billion in tires to the U.S. or about one-third of the U.S. market, with two-thirds of U.S. companies producing their tires in China. It’s likely that the effects of the suit will exceed $1 billion in trade costs, as reported by several other news agencies.

On the 14th of September, the Chinese government via its Ministry of Commerce website, announced that they would institute an investigation into the dumping of U.S. auto parts and chicken products; they are also filing a complaint at the WTO regarding this matter. A formal announcement of trade tariffs against U.S. goods has not occurred.

The two countries’ executive and economic teams will meet in Pittsburgh for the G-20 meeting on September 24 and 25 to discuss these and other economic issues.
