UK Chancellor of the Exchequer makes 2005 Budget speech

Wednesday, March 16, 2005

The United Kingdom Chancellor of the Exchequer, the Right Honourable Gordon Brown PC MP, in a speech to the British House of Commons today presented his ninth Budget, what is very likely to be his last Budget before the next UK General Election. This opened the parliamentary debate on the 2005 Finance Bill, and was followed by responses from the opposition parties.

In a 48 minute long speech, the Chancellor presented a Budget of “tax cuts that are reasonable, spending that is affordable, and [economic] stability that is paramount”, that was “the prudent course for Britain”. There were few surprises that had not already been indicated in his 2004 pre-Budget report. The increase in the threshold on stamp duty was greater than that forecast by commentators, as was the amount of the Council Tax rebate to households with pensioners.

Popular soap opera ‘The Young and the Restless’ celebrates 35 years on the air

Wednesday, March 26, 2008

The popular American soap opera The Young and the Restless, currently the reigning Emmy Award-winner for best daytime drama, celebrated 35 years on the air Wednesday.

The 35th anniversary also comes after the series, known colloquially as Y&R, marked its 1,000th straight week as the highest-rated soap opera in a daytime slot. In addition to keeping the #1 spot every week since December 1988, Y&R has also been the top-rated soap in the African-American demographic since 1991.

A trend-setter since the beginning, Y&R relied on character-driven storytelling, accentuated with understated sexuality from its cast, which at that time was mostly young, in order to bring in teenage and twentysomething viewers who were ignored by soap producers and networks up to that time. These traits immediately set Y&R apart from other soap operas, and other soaps have since mimicked Y&R’s formulaic approach to offering something for everyone, especially younger viewers.

Since premiering on March 26, 1973, Y&R has become a worldwide cultural institution in its own right, racking up an impressive 100 Emmy Awards between the writers, producers, cast and crew since 1974. The show has aired in over 100 countries, including Australia, New Zealand, France, Germany, Italy, and Turkey, and reaches a worldwide audience of ten million daily. So far-reaching was Y&R’s appeal that Romanian gymnast Nadia Comaneci chose the serial’s theme song as accompanying music to her floor exercises at the 1976 Summer Olympics. In Australia, where Y&R has aired since 1974, the show was canceled by the original network that aired it in 2007, prompting a widespread fan backlash in that country. It was quickly moved to a pay channel.

Over the past 35 years, countless characters, marriages, divorces, births, deaths, and every joy and trauma in between have visited the residents of Genoa City, where Y&R is set. To commemorate the milestone, Mike Halterman from Wikinews interviewed three actresses who have played long-running characters on Y&R, and asked them to share their memories. All three responded to questions about what being on Y&R means to them, what their favorite storylines were, what they perhaps would have wanted to do all over again, and what they’d love to tell their fans directly.

Below are portions of all three interviews.

Conservative Party launches manifesto

Wednesday, April 13, 2005 The Conservative Party of the United Kingdom, Monday, launched its slimline manifesto for the May 5th general election, a twenty-seven page document entitled The British Dream.

The manifesto focuses on five key areas:

Lower tax and value for money: The party plans to make up to £12 billion of savings annually by reducing beurocracy such as quangos. £8 billion will reduce previous deficit, and £4 billion of tax cuts will be made, especially to what have been called “stealth taxes”. The party promised that funding for education, health, transport and international development would not be cut, and spending on police, defence and pensions would be increased.

Flexible childcare and school discipline: The manifesto promised an increase in maternity pay and more choice of childcare. Under a conservative government more independence over expulsions and admissions would be given to school heads and governors. Special schools for disruptive pupils would be created, and more vocational courses would be created for 14-16 year olds.

Better healthcare and cleaner hospitals: A major feature of the coservative campaign has been hospital sourced infections, and in respose the party have promised to introduce ward matrons charged with keeping hospitals clean, with the authority to close wards with MRSA infections. A Conservative government would contribute funding towards operations in private hospitals. Econimic migrants with HIV or TB would not be allowed to live or work in Britain.

Safer communities and more police: A Conservative government would increase police recruitment by 5,000 a year. The manifesto promised to increase prison terms and increase Britain’s prison capacity by 20,000 places. The party would reverse the Labour government’s decision to relax laws prohibiting Canabis use.

Secure borders and controlled immigration: The manifesto proposes a new border police at Britain’s busiest air and sea ports, with 24 hour surveilance. The party would set a quota on economic migrants and reject asylym-seekers who are not vetted by the UNHCR.

Party leader Michael Howard summed up the manifesto: “If you long for cleaner hospitals, more police, school discipline, controlled immigration, lower taxes and accountability – you can vote for it, on 5 May”, accusing prime-minister Tony Blair, who is campaigning for his third term, of letting the country down.

Stop Dog On Dog Aggression At Home}

Stop dog-on-dog aggression at home

by

Dog_Lover

Dog aggression between dogs living in the same home is an interesting topic for a number of reasons. The main one has to be the question Why would two dogs who have lived together, often for many years, suddenly attack each other?

Lets explore: Why are my dogs fighting?

Now I should mention here that I am not talking about little squabbles, growls and minor disagreements. This sort of behavior is common place and usually over in a matter of seconds with absolutely no damage or injuries to speak of. Over the years you become used to hearing loud eruptions of noise in another room, and sprint to the scene of the crime only to find all the dogs lying around quite happily looking at you as if to say Whats the problem? No dramas, weve sorted it out.

Serious fighting

The serious fighting that I am talking about is very different where the dogs are out to injure, dominate or hurt the other dog. It leads to puncture wounds, visits to the vet and can end up very serious indeed. In this situation it is clear that the dogs are not scared of each other, like they may be of an unknown dog that happens to pass by the property. And after a fight the dogs may be wary and display some signs of fear for one another, which generally subsides until the next flare up. But this behavior still doesnt explain why after years of playing together they have suddenly become arch-enemies.

Triggers are not the key

Even though there may be an obvious trigger that has set the dogs off, do not be fooled into thinking this is the cause of the problem. A bone, a ball, trying to receive pats or cuddles from an owner, or increased stressed levels in a home can all add to the chance of dogs fighting but its not the cause. The real long-term solution does not lie in the trigger.

Power of the pack

To understand a dog you need to recognize the power of the pack and the need to have strong pack leaders. When they are not present the dogs will do their best to fill the vacant position. With two dogs present and often only one position available it is often a case that they will simply fight it out. Of course every situation is different in the details, but in a nutshell, this is how the dogs see it and the solution is no different. You need to become the pack leader. The solution is that simple.

Other factors have an impact

There are lots of other factors and details surrounding every situation. The personalities, characters, sex, age, size, breed, of the dogs, everything comes into it. And sometimes it can play quite a big part in the pack dynamics. For example, a lady who has two male dogs is far more likely to struggle with fighting between them compared to a couple who have a neutered male and female. Why? Because in the pack there is an alpha male and an alpha female, and if these two humans have assumed both these roles then there is nothing to fight for. No positions vacant!

Become the pack leader

Understanding your dog is not rocket science, but there are some very simple but ESSENTIAL rules that you must follow. Whilst clickers and cheese can work for dog training nothing will replace understanding your dogs psychology.

New law to help asbestos sufferers in Victoria, Australia

Saturday, May 24, 2008

New legislation in Victoria, Australia will provide for greater compensation for victims suffering from effects of exposure to asbestos. The legislation is called “Bernie Banton law”, after the late campaigner for asbestos-related issues. The law will remove a restriction which prevented asbestos victims from making another claim after being diagnosed with a terminal illness. Banton contracted mesothelioma after working for the Netherlands-based company James Hardie, and died in 2007.

Prior to the Banton law victims of asbestos exposure could seek compensation for asbestosis, a disease resulting from exposure which causes lung scarring, but were unable to seek compensation if they were later diagnosed with mesothelioma.

Mesothelioma is a cancer which develops in the sac surrounding the lungs and chest cavity, abdominal cavity, or the sac surrounding the heart. Patients with malignant mesothelioma generally do not have positive outcomes, and once diagnosed have six months to a year to live. Asbestos usage has been banned in Victoria, Australia since 2003.

Allowing an exception to the normal rule that court-awarded compensation is final will allow compensation for the true effects of asbestos exposure.

Victorian Premier John Brumby welcomed the legislation, saying: “Victorian workers deserve fair compensation for illnesses and injuries they have received just by doing their job.” Brumby acknowledged that Victoria had lagged behind other states in its asbestos compensation practices. “Allowing an exception to the normal rule that court-awarded compensation is final will allow compensation for the true effects of asbestos exposure,” explained Brumby.

Bernie Banton’s widow, Karen Banton, stood alongside John Brumby as the legislation was announced, and spoke out in favor of the law. “The uncertainty that these Victorian families have suffered up until this point, the dilemma of whether I claim and whether I wait … it would be a terrible choice to have to make,” she said. She said her late husband would have been honored by the legislation’s passage, and was appreciative that his name was associated with the cause of justice in the country. “I’m sure Bernie’s looking down from heaven, feeling very honoured and humbled that his name continues to be associated with the fight to correct injustice,” she said.

There’s a lot of asbestos around, this is a live issue for the community and we strongly welcome this initiative.

The Australian Manufacturing Workers Union and the Victorian Trades Hall Council supported the legislation’s passage, as did Martin Kingham of the Asbestos Diseases Society of Victoria. Kingham said that in the past asbestos sufferers were wary about whether or not to make a claim: “They’ve had to gamble on whether to make a claim now and to cut off any compensation for more serious fatal illness or to, basically, sit it out and wait and see what happens to them and potentially not getting compensated for their original asbestosis.”

“There’s a lot of asbestos around, this is a live issue for the community and we strongly welcome this initiative,” said Australian Manufacturing Workers Union Victorian secretary Steve Dargavel. Victorian Trades Hall Council secretary Brian Boyd called the legislation “a good and decent thing” but said more action was needed to better protect asbestos victims’ families. The additional claims are expected to help approximately 50 people each year. The legislation will be introduced in the State Parliament next year.

Experts: obesity is a bigger threat than AIDS or bird flu

Friday, September 8, 2006

From September 3 to 8, experts gathered at the 10th International Congress on Obesity in Sydney, Australia, to discuss what they call the worldwide “obesity epidemic”. According to the World Health Organization (WHO), 1 billion people in the world today are overweight, and 300 million of those are obese. “Obesity and overweight pose a major risk for serious diet-related chronic diseases, including type 2 diabetes, cardiovascular disease, hypertension and stroke, and certain forms of cancer“, a WHO fact sheet states. According to AP, experts at the conference “have warned that obesity is a bigger threat than AIDS or bird flu, and will easily overwhelm the world’s health care systems if urgent action is not taken”.

Of particular concern is the large number of overweight children. Dr. Stephan Rossner from Sweden’s Karolinska University Hospital, a leading obesity expert who was present at the conference, has warned that as a result of the increasing number of overweight children, “we will have, within a decade or two, a number of young people who are on kidney dialysis. There will not be organs for everybody”. UK-based International Obesity Task Force has said that junk food manufacturers target children, for example, through Internet advertising, chat rooms, text messages, and “advergames” on websites. Politicians are not doing enough to address the problem of obesity, including childhood obesity, the experts said.

According to Wikipedia, examples of junk food include, but are not limited to: hamburgers, pizza, candy, soda, and salty foods like potato chips and french fries. A well-known piece of junk food is the Big Mac. The US version of just one Big Mac burger contains 48% of calories from fat, 47% US Recommended Dietary Allowance (RDA) of fat, 52% RDA of saturated fat, 26% RDA of cholesterol, 42% RDA of sodium, and little nutritional value. It also has 18% of calories from protein. According to WHO, most people need only about 5% calories from protein. Staples such as rice, corn, baked potatoes, pinto beans, as well as fruits and vegetables such as broccoli, cauliflower, zucchini, oranges, and strawberries, provide more than this required amount of protein without the unhealthy amounts of fats or sodium, without cholesterol, and with plenty of fiber, vitamins, and minerals.

Both WHO and the American Centers for Disease Control and Prevention (CDC) define overweight in adults as a Body Mass Index (BMI) of 25 or above, and obese as a BMI of 30 or above. To combat overweight and obesity, WHO recommends that, among other things, people should be taking the following steps

 • eating more fruit and vegetables, as well as nuts and whole grains;
 • engaging in daily moderate physical activity for at least 30 minutes;
 • cutting the amount of fatty, sugary foods in the diet;
 • moving from saturated animal-based fats to unsaturated vegetable-oil based fats.

Fifteen dead in Mexican car wash shooting

Thursday, October 28, 2010

Fifteen people were shot dead on Wednesday in the western Mexican state of Nayarit. The attack occurred in a car wash in the city of Tepic, and, according to the state attorney general, was the work of a drug cartel. All 15 killed were workers at the Gamboa car wash.

“The workers were all men; they were washing cars when the gunmen, probably members of organized crime, drove up in SUVs and started opening fire,” a spokesman for the state attorney general said on Wednesday. Pictures of the scene show bodies on the roadside with blood pooling at their heads.

The massacre, which was just blocks away from federal offices, resulted in the closure of schools and businesses in the area. It is not yet clear what the motive was behind the attack, although men who work at Mexican car washes are often spies for drug gangs.

This slaying is the third major murder in six days. On Friday, cartels killed fourteen people and wounded a nine year-old boy in Ciudad Juarez, a major battleground for fighting drug cartels. Two days later, hit men killed another 14 people in Tijuana. Both cities are major cities on the United States border; however, Nayarit is a quiet resort state that has largely been free of drug violence until now.

Atlas V rocket launches with Inmarsat satellite

Friday, March 11, 2005

A Lockheed-Martin built Atlas V launch vehicle, successfully launched from Cape Canaveral, Florida at 21:42 UTC (4:42 p.m. EST). It placed the Inmarsat 4 F-1 communications satellite into orbit. This was Lockheed-Martin’s second try to launch the satellite. Yesterday’s attempt ended in a scrub when the flight control computer passed a red-line with less than three minutes remaining in the countdown.

This was the fifth launch of the Atlas V vehicle, and the first launch where the rocket used three of the first stage, Aerojet built, solid rocket motors. It also had the narrower 4 meter payload fairing.

For the first part of the flight, the rocket was powered by a common booster core with two RD-180 rocket engines plus three solid rocket motors. When their fuel was expended the solid rocket motors burned out and were jettisoned.

The common booster core then continued pushing the payload and upper stage, with its two RD-180 engines producing 806,000lbf of thrust. The common booster core expended its fuel around four and a half minutes into the flight. At this point the first stage common booster core separated from the upper stage and payload.

After the stage separation, the Centaur upper stage started its engine and burned for nearly ten minutes. During this burn, the payload fairing separated from the spacecraft, leaving the satellite exposed on the nose of the rocket in the vacuum of space. When the ten minute burn was up, the Centaur coasted with the satellite for another ten minutes waiting to get to the optimal point for the final burn. At around 24 minutes into the flight, the final burn of the Centaur stage occurred, placing the spacecraft in a super-synchronous transfer orbit. After this burn was complete, the Centaur separated, leaving the spacecraft on its own.

Now the spacecraft must attempt to open its solar arrays and place itself in the final geostationary orbit. Because of this special type of orbit, where the spacecraft goes around once every 24 hours, the satellite will appear to sit in one place over the equator. From this location, Inmarsat will use it to provide BGAN (Broadband Global Area Network) which is a 3G compatible, 432kbit/s data service, to much of the world.

The Atlas vehicle was rolled out of its vertical integration facility 1800 feet from the launch pad early yesterday morning (before the first launch attempt). The reason for this launch day move is because of the clean pad concept.

Past American rockets (with the exception of the Saturns and Space Shuttles) have always been assembled on the launch pad. In the case of a delay in launching, this would cause delays in all the rockets that needed to be launched after the one that experienced the delay. With the new clean pad concept, rockets can be assembled and checked out before being moved to the pad, saving delays in the schedule.

The launch tower and rocket move out to the pad along a set of railroad tracks, making the 1800 foot journey in approximately half an hour, topping out around two miles per hour.

Because of the clean pad concept, none of the launch control electronics or spacecraft environmental systems are on the pad. Instead, they are run along the railroad tracks with the rocket as it moves to the pad on launch day. When they get there, they slide into concrete enclosures so that they are not destroyed during the rocket launch.

Google launches Google Spreadsheets

Tuesday, June 6, 2006

Google has launched an online spreadsheet site, in a private beta.

The site will allow spreadsheets to be shared between up to 10 users, which is aimed to be useful to teams and small businesses. “Many people already organise information into spreadsheets. Where they are struggling is to share it” said the product manager, Jonathan Rochelle.

Google recently bought the online word-processor Writely, launched a calendar product, as well as a desktop search tool. Many see this as them straying into Microsoft‘s markets.

Google Spreadsheets uses very advanced AJAX (Asynchronous Javascript And Xml) and Client Side Scripting to mimic very effectively it’s desktop counterparts’ functions.

It is surprisingly fast, has very good formatting and advanced formula support, but best of all it has complete support for Microsoft Excel .xls files, and very good collaboration: just enter the e-mail address and you can share easily.
