Halifax bank: UK house prices rose 0.6% during July

Halifax, a bank in the United Kingdom, has announced that house prices in the country rose 0.6% during the month of July 2010, according to a survey of house prices made by the mortgage provider. House prices fell 0.6% over the course of June 2010.

Halifax economist Martin Ellis commented: “House prices increased by 0.6 percent in July, reversing the fall in June.” He also stated: “Overall, there has been little change in prices during 2010 so far. The mixed pattern of monthly rises and falls over the first seven months of the year is consistent with a slowing market. It is also in line with our view that house prices will be broadly unchanged over 2010 as a whole.”

Statistics from Halifax also reveal that the average price of a house in the UK is currently £167,425 (US$266,366, 201,849, A$291,950, C$273,044). This figure is 16% less than the summit witnessed in August 2007.

England fans watch match in cinema

London – A few hundred England fans weren’t watching the 2006 FIFA World Cup match against Sweden last night in a pub or at home, but instead had ventured out to their local cinema to see the game on the big screen. A number of Odeon cinemas nationwide have been using digital projection technology to screen the matches live with a high definition (HD) picture. HD broadcasts contain a greater level of detail than traditional TV broadcasts, meaning a sharper picture and better sound quality.

In the darkened auditorium of the cinema in Covent Garden, the audience (or should that be crowd?) were behaving almost as if they were at the stadium, singing along to the national anthem, cheering at the England goals and groaning at the Sweden chances. At times, chants being sung by the England crowd at the match were even picked up and sung along to by those watching the cinema screen like some kind of football karaoke contest.

Trailers before the match were replaced by a soundtrack of England anthems, both the successful and not-so-successful ones, and the traditional movie treat of popcorn was replaced by trays of beer (in plastic cups) being brought in by the punters. The cinema had cheekily listed the screening as being ‘directed by Sven-Göran Eriksson’ and as ‘starring Wayne Rooney (hopefully)’.

Despite a disappointing 2-2 draw, the audience seemed impressed with the experience. “I’m a bit short and so wanted to make sure I had good view without having to jostle around for position,” Amanda, from London, explained to me. “I also liked that it was non-smoking, and there was a fabulous atmosphere”. Sian, Caio and Laura, who lived locally, said they wanted to see the match on the big screen and commented on the excellent picture quality.

Other events that have been broadcast by the cinema chain include concerts by Robbie Williams and Elton John. Odeon Marketing Director Luke Vetere said “offering films is just one part of the cinema experience – our ambition is to offer guests the chance to watch other events they feel passionate about”. Watching football in the cinema is not a brand new event though, during previous World Cups such as in 1966, film footage from the matches was broadcast in cinemas after the event, providing a way for people to see the games in colour when TV broadcasts were in black and white.

Cinema screenings aren’t the only way that fans can watch the World Cup games in high-definition this year though, as both Sky TV and Telewest have been broadcasting the games in HD to viewers with a special set-top box. There have been trials with HD on the growing Freeview platform too, with a pilot group of a few hundred viewers in London. However, as any move to roll out HD on Freeview would use up extra space on the broadcast spectrum and would require viewers to buy a new set-top box, it seems unlikely that this will happen any time soon.

Chula Vista, California becomes model for blight control laws in the US

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

Google introduces Google Buzz

On Tuesday, Google introduced a new service called Google Buzz, a new feature to share updates, photos and videos. The service is built into Gmail, which already has 176 million users, according to comScore. Buzz’s features will be available on Android operating system based phones as well as the iPhone, allowing real-time updates.

Google hopes to integrate frequently visited sites like Picasa, Flickr, Google Reader, Twitter and YouTube, so users can stay connected to everyone via a single browser window.

Buzz has a built-in group of friends which are automatically selected including the people that the user communicates with most frequently via Gmail and Google Talk.

Google Buzz will be available as a mobile Web application, letting the user provide status updates by voice and geotagging their posts. Location-based updates can be read while one is using Google Mobile Maps. Posts by fellow users can be classified location-wise.

Google executives said that Buzz would help tackle the problem of information overload, as Google would apply its algorithms to help people find the information most relevant to them.

Facebook currently has more than 350 million active users worldwide. Google already has a micro-blogging site Jaiku, comparable to Twitter in terms of format. Orkut also has been one of Google’s previous ventures in social networking. Google Buzz will look to compete with such sites.

Southern Ocean whale slaughter to resume

The international environmental organisation, Greenpeace, have been shadowing a Japanese whaling fleet currently operating in the Southern Ocean in Australian Antarctic Territory. They claim a minor victory against the six-vessel fleet, saying no whales have been killed since Christmas Eve. However they expect a resumption of whaling and protest activity soon.

Greenpeace has two ships, MV Esperanza and MV Arctic Sunrise, active near Antarctica, in an effort to disrupt the whalers, who intend on slaughtering over 900 Minke whales and 10 Fin whales in the region this summer. The activists aim to stop the Japanese whaling fleet as it tries to catch nearly 1000 whales for what is claimed to be scientific research.

Greenpeace chief Steve Shallhorn states that the protesters have chased the six-ship fleet northwards, with the vessels now away from the designated whaling zone. Greenpeace plan to maintain their efforts to keep the whalers in the public eye.

“What the fleet is doing is trying to outrun Greenpeace so that it can sneak back into the whaling grounds and resume the kill,” he said. “And for that very reason, we’re doing our very best and are succeeding in keeping up with the factory whaling ship. We are certain that they do not want any further publicity.”

He said Greenpeace will continue its high-speed tailing for as long as it takes. “We’re capable of staying out there for many more weeks,” he said. “The [Japanese] fleet is clearly embarrassed by having their actions exposed to the world, since the spotlight on their activities shows what it really is – commercial whaling with a very thin disguise.”

The whalers have been unable to kill any whales since Christmas Eve due to poor weather and harassment by Greenpeace vessels, and the Washington-based Sea Shepherd ship, RV Farley Mowat. The Sea Shepherd is operating independently of Greenpeace but say they are working towards a common objective – “the shutting down of illegal whaling in the Southern Ocean.”

Greenpeace expedition leader Shane Rattenbury says the whalers have a season of about 100 days. “Their quota is 945 whales. If you lose, say, 10 per cent of those through bad weather, they’ve got an average they need to catch of 10 a day and it’s gone 10 days now without having any whales,” he said. “That starts to add up pretty quickly. They’re under a bit of pressure to get on with the business.”

Japan’s Institute for Cetacean Research have rejected the claims made by Sea Shepherd, that Japanese warship was being sent to Antarctica to protect the fleet against the activists.

Sea Shepherd had requested the presence of the Australian navy to monitor events in the Southern Ocean. However, Australia’s environment minister, Senator Ian Campbell, said that Sea Shepherd’s threats to attack the fleet “risk setting back the cause of whale conservation many years”.

Capt Watson said yesterday: “Stop threatening us, Mr Campbell, and charge us if you believe we are acting unlawfully. Stop posing for the Japanese [who] are in blatant violation of international conservation laws.”

Japan’s Fisheries Agency, which conducts the whaling, said the claim was a tactic by Sea Shepherd to try to raise the stakes for extra publicity.

“This is why the environmentalists’ campaign in the Antarctic is a PR stunt: every time they get some media coverage there’s always some member not too far away asking the public for money,” an agency spokesman said in a statement. “Only this time, it completely backfired and now people will question what these groups say.”

The spokesman had no response to Greenpeace’s claim that another vessel had joined the whaling fleet and was refuelling the ships within the boundary of the Antarctic Treaty’s nature reserve.

Mr Rattenbury said the 57 activists and crew aboard the Greenpeace ships were in good health following a quiet New Year’s Day celebration on deck under a midnight sun.

He said his ships were not in contact with the Farley Mowat, which is believed to be closer to the Antarctic ice shelf. The Farley Mowat’s weblog quoted ship captain Paul Watson as saying the Sea Shepherd group had no conflict with Greenpeace, despite earlier British media assertions.

“As far as I am concerned both Sea Shepherd and Greenpeace are working towards a common objective – the shutting down of illegal whaling in the Southern Ocean,” said Paul Watson.

Greenpeace believes the fleet killed at least 25 whales from the time it contacted the whalers just before Christmas.

Minnesota oil pipeline explosion and fire kills two

A major oil pipeline in Minnesota exploded and caught fire, killing two workers. The pipeline carries oil from Saskatchewan, Canada to close to Chicago, United States, representing 16% of America’s total oil imports.

The section of the pipe that exploded was undergoing maintenance at the time to address a pinhole leak first identified three weeks earlier, and patched at the time with a metal sleeve. On Wednesday, the entire section was removed and replaced with a new one. When oil was reintroduced on Thursday morning, oil leaked where the new section joined the pre-existing pipe, triggering the fatal explosion.

The fire was extinguished later the same day.

The line is split between four separate pipes. After the explosion, all four pipes were shut down, resulting in the global price surge, but this subsided for the most part after it became clear that the three undamaged pipelines had returned to normal operation, restoring 80% of the line’s capacity, and that the accident pipe is expected to be back in use in a matter of days.

“There were no problems found in that area where the leak occurred,” reporters were told by Larry Springer, spokesman for Enbridge, the Canadian company that owns the line. High-tech equipment had been through the line in 2006 to check for any signs of problems.

Enbridge identified the deceased as Dave Mussati Jr. and Steve Arnovich, both of whom were contract workers based in Superior, Wisconsin. The damaged section of pipe is in Clearbrook, which is approximately 350 miles Northwest of Minneapolis.

Enbridge metallurgists have been sent to examine the failed section in an effort to determin the cause of the accident. Other Enbridge workers are working to clear spilled oil from the site. It is expected that once this is complete, the pipe will return to service.

Global crude oil prices temporarily spiked by over US$4 per barrel but closed yesterday slightly above original prices.

Giant tuna sold for $177,000 at Japanese fish market

This Tuesday, at a wholesale auction at the Tsukiji fish market in Tokyo, a 512-pound bluefin tuna was sold for over sixteen-million yen ($177,000 USD). The great fish was bought and then shared by the owners of a local sushi restaurant and a Hong Kong-based dining establishment. This tuna is the most expensive fish sold on record since 2001, when a 440-pound tuna was sold for over twenty-million ($220,000) at the very same market.

When asked by local media outlets why he decided to purchase this giant tuna, the Hong Kong restaurateur said, “I want[ed] to make an impact on the Japanese and Hong Kong economies by buying the highest-priced tuna.”

This locally caught tuna was among over two-thousand others bought and sold at this bustling fish market. Japan is the world’s largest consumer of seafood per annum. With tuna being a major staple of their cuisine, the Japanese eat nearly eighty-percent of all commercially caught bluefin.

However, tuna consumption in Japan has declined over recent years due to the change in the spending habits of its people as a result of economic downturns from the most recent recession.

“Consumers are shying away from eating tuna…We are very worried about the trend,” a spokesperson for the Tsukiji market told the Associated Press.

In addition to the lack of demand and declining tuna stocks, fishermen and wholesalers worldwide are worried by the possibility of tighter fishing regulations that will be sanctioned and enforced by the Japanese government. Despite this promise, many environmentalists say that this is not going far enough; they say that the only way to curb the inevitable extinction of the Pacific bluefin tuna is to initiate a trade ban on the fish altogether.

This question has been asked thousands even millions of times by an equal number of people, do spells and witchcraft exist. The answer is

. They do exist, they are real and they do work. It is all a matter of what a person believes. To understand this one must first look at the definitions. A spell is a set of actions and words which are designed to produce a specific result. Witchcraft is the practice of magic or use of spells and incantations in order to create a particular set of results.

Witch and spell craft is usually associated with certain types of religious practices. This is because often in time these spells invoke the name of a particular divine being to oversee the caster and the event or individual that the spell is intended for. There are two main types of spells and witchcraft. These are generally referred to as White and Black. This is a simplified way of expressing the intention behind the spell. The words can be exactly the same; it is the intent behind the spell that makes it good or bad. Spells are like prayers. Candles are lit, incense is burned, stones are used all of which are designed to attract the attention of the intended action; words are written carefully in order to do the same. Everything in the universe is made of energy spells which are nothing more than ways of attracting a particular type of energy to the caster in order to obtain a particular result.

Witchcraft is nothing more than the learning and practice of this particular type of prayer. Both of these things exist, they work hand in hand and while these things have been associated with dark and evil images, it is not necessarily the way it is.

Does the type of witchcraft and spell craft, which appears in the movies, really exist? This is most often the type people classify or associate with these practices. The answer is while it is possible to attract enough energy to bring for those intentions whatever they may be the fact remains that few have the patience or determination to accomplish such feats. The amount of effort it takes to do something on such a large scale as seen in the movies is not worth the flashy results. Most of the time spell craft and witchcraft are used for the purpose of correcting things in a person’s life. They are used for bringing in prosperity, success, and health.

There are also those that practice these arts with darker intentions. While these individuals and this side garners more attention it is not the majority of the existing practice. It is simply that there must be a balance of opposing forces. Good must have evil, right must have wrong, and the same principle applies here.

The important thing to remember is that these things while they exist in the world only work for those that truly believe in them and have faith in what they are doing. It is the intention that creates the action and as a result, whether or not they exist for a particular person is up to that person.

Basically witchcraft and spells exist and are the formation of ritual and pray for certain religious beliefs. They are actions and words designed to bring out the intention and attract the necessary and proper energy.
